Cannabis use declining after change in legislation

Today's Guardian has an article by Alan Travis, the home affairs editor, saying that since the change in the legal status of the drug its use has declined among young people. There is therefore no indication for toughening up the law, as has been proposed. In fact, I think it reinforces the need to reconsider the wider question of legalising drugs which I referred to a couple of posts ago.
